
As the People’s Imperial Confederation has been shut down for a week now, the final portions of my investigation have concluded. For the sake of transparency I will be releasing screenshots from two PIC staff group chats in this post. I have already forwarded these screenshots to the appropriate community officials, as I wanted them to be aware of the contents before this post was released.
In addition to the PIC high command group chat titled “pic hcum”, I also requested the logs for any other relevant chats. I was given access to a staff chat titled “piccers”, where similar yet less severe conduct took place.
I was also made aware of a group chat owned by Justin, titled CPA Crashout 5.0. This was not a PIC group chat, however several PIC members were brought into the chat where they engaged in the use of slurs. All of this will be discussed.
Though Miffy and Ellie were responsible for a lot of the misconduct within these chats, this investigation wouldn’t have been possible without their cooperation. The majority of my findings came from them, so without their contributions I would have not known the extent of what happened in these chats. This of course does not excuse their own actions, however I wanted this stated clearly for the record. Other individuals tied to this situation have cherry picked screenshots, sending Miffy and Ellie’s involvement while ignoring their own. Miffy and Ellie cannot be accused of the same, as they released their involvement in full, accepting any consequences that came with the release.
I want to emphasize that due to the sensitive nature of some of these screenshots, this post will be fact-based only.
High Command Chat (pic hcum)
The group chat was created on the 30th of August 2025, under the leadership of Sweater, Villa, and Scars. Though Sweater was PIC leader, he was inactive and his messages into the chat were inconsistent. His inactivity is what led to his resignation, so that in itself can indicate his level of participation. Sweater retired from PIC on the 23rd of October, he then left this chat. As PIC’s reopening event was on the 5th of September, this chat was active throughout the entirety of generation five. There were three minors present within this chat, with the youngest users being 15 and 13 respectively. It is worth noting that there were many high command members cycled in and out of this group chat. Though KiItanon retired from PIC on the 14th of October, he remained present and active within the chat until the 6th of November. Miffy and Ellie were promoted to PIC’s high command on the 27th of October and they were added to this chat. PIC hcum was archived when I confronted PIC about the contents on the 26th of November.
The Contents
Though the use of slurs was something that bothered me, the several sexually suggestive conversations with and in the presence of minors were my main concern. I want to make it clear that there is no evidence to suggest that any grooming, soliciting, or exploitation of minors occurred, this is the case for both PIC group chats. The environment of the chat was one where the discussion of inappropriate topics were normalized by the leaders and high command. While references to sexual topics were frequent, this does not account for the vast majority of the group chat. Though some conversations were initiated by minors, this holds no merit both legally and ethically.
Staff Chat (piccers)
The group chat was created on the 23rd of September 2025, under the leadership of Sweater, Villa, and Scars. It is worth noting that Sweater was not in this group chat. This chat included PIC’s high command and moderator team, and remained active until Miffy and Ellie’s promotions on the 27th of October 2025, it was never formally archived. This chat was not as active as the high command chat, and it was notably tamer.
The Contents
Like the high command post, several sexually suggestive conversations with and in the presence of minors were my main concern. The use of slurs were not prominent within any discussions. Again, I want to make it clear that there is no evidence to suggest that any grooming, soliciting, or exploitation of minors occurred. Similar to the high command chat, the environment of the chat was one where the discussion of inappropriate topics were normalized by the leaders and high command. To reiterate, though some conversations were initiated by minors, this holds no merit both legally and ethically.
External Chat (CPA Crashout 5.0)
Though I investigated extensively, there is still a lot I don’t know about this chat. What I do know is that it was created and owned by Justin, and was one of many chats used to converse with different community members. Confirmed participants are Miffy, Ellie, KiIltanon, Apryl, Kira, Echo, Alucard, Lady Eden, and Justin. There were most certainly more participants, however these are the only ones I can confirm through the screenshots released to me. I encourage anyone who has any logs or additional screenshots from this chat to speak up and release them.
The Contents
The evidence I have accumulated in no way paints a fully accurate or fair image of what happened within CPA Crashout 5.0. Screenshots from this chat have been cherry picked and weaponized in an attempt to get participants banned from servers and fired from positions. While this does not discredit the evidence itself, it is other the guilty parties who participated in this chat that are doing this. It is clear that the culture of this group chat is one that active participants contributed to. The logs should be released in full. If anyone is willing to send these to me I will release another post that paints a more accurate depiction of the chat. While this post is fact based only, it is my opinion that all participants should be held equally accountable for this group chat until the logs are released.
The evidence released within this post does not account for every instance of misconduct I found within the PIC chats. There are more screenshots including Villa, Scars, Miffy, and Ellie that I could have released in this post, however the ones I’ve chosen were the most concerning and relevant to my investigation. I am willing to release the full logs of the high command and staff chats to Club Penguin Armies and Club Penguin Army Judges if these are requested.
Additionally, if there are any screenshots I have missed, I encourage those with access to these chats to contact me directly. I am willing to update the post if any relevant evidence is brought to my attention. In the meantime, I do not support the weaponization of these screenshots in any capacity. PIC’s shutdown serving as a means of participants escaping accountability was not something I was comfortable with. These were released for transparency only, not to fuel anyone’s personal agendas.
As stated earlier, I did not release all of these sooner because I wanted the proper CPA authorities to have time to process and read before this became available to the public. I hope it is clear now why I no longer trusted the leadership, as this went beyond the use of slurs. Anything to do with minors and their safety from sexual topics is something I take extremely seriously. PIC would not have been able to continue without my full supervision of all army group chats, and I deemed this as unrealistic.
I want it stated now that I will refuse any future revival of the People’s Imperial Confederation if my involvement in all army group chat’s cannot be guaranteed. In my attempts to not overstep or infringe on the autonomy of the leadership, I failed in assuring that the chats were appropriate. I cannot and will not allow this oversight to happen again. The fault falls onto the leadership and adults participating in the chats, however it is also on me for not pushing enough to gain access to the chats. Whether you were involved or not, I hope this scandal serves as a learning experience for the entire community.
