People's Imperial Confederation of Club Penguin

This is an official statement from Chairwoman Shallissa, of the Cabinet of the People’s Imperial Confederation

History between the People’s Imperial Confederation and the Special Weapons and Tactics has been rocky. Though SWAT talks a big game, they have experienced loss after loss at the hands of the Confederation. Originally brother allies, our friendship crumbled after PIC’s defeat of SWAT during the Beach Brawl III tournament. The rivalry didn’t stop there however, as PIC defeated SWAT once again during the New Year Bonanza tournament. Tensions only increased from here, as PIC and SWAT found themselves at odds during the Weeping Weapons War, where the Agents surrendered to the Confederation after unanimously losing three battles. Though attempts to find common ground led to moments of peace and respect between our armies, the People’s Imperial Confederation is appalled by recent events involving SWAT leadership and their International United Alliance friends.

Back Story – Recon Federation

I have always been transparent about what brought me into the CPA community, and that isn’t going to change. In June of 2019, I was recruited into the Recon Federation through Club Penguin Rewritten. I served as RFCP’s first ever HICOM member, and I was one of the founding members of the army. I’m listed on their website in the first-ever draft of their Constitution, and I am heavily involved in their history from June of 2019 to June of 2020. I have never once denied my former allegiance and involvement in the army. RFCP was where I first met Sidie, and many other former PIC members. It was a traumatic point in my life but it has led me to where I am today, so why would I lie or deny any of this?

Through the “RFCP is a pedo army” talk I have seen for the past 5 years, people seem to forget the leading reason why Prior Bumble and the Recon Federation are no longer in the community. Me! Though I served RFCP for a long time and considered myself loyal to the army, it was done out of fear of retaliation. I was a dumb girl but I wasn’t stupid. Time and time again I watched friends I relied on in RFCP for support be completely stripped from me. They were doxxed, harassed, and threatened because they chose to leave. On the sidelines, I was barely 18 years old and experiencing deep personal trauma in my real life. Madam Bumble swooped right in and her four wheels put me in a chokehold where I remained for over a year. Over the past few weeks I have seen SWAT and IUA-affiliated individuals speak of me as if I committed literal war crimes. They’re absolutely insane? Prior Bumble pretended to be a man online and preyed on the emotional vulnerability of girls (of all ages) who desperately needed support. Myself and other women in RFCP were coerced into public sexual situations for Prior’s enjoyment and gratification. To this day, Prior Bumble continues to do this to members of RFCP. There were public channels where we were pinged by Prior to be sexual with her, igloo events where attendance was mandatory, sexual jokes and comments made to ALL OF US. What happened if we didn’t participate? Bans, demotions, harassment, you name it! Prior Bumble considered herself to be a god within her army, and if she was not treated and acknowledged as one you were punished.

It took me 15 months to get out. My lack of self-awareness and true insight to the situation led to a lot of horrible mistakes. I was full of rage and misery and I projected it onto my old friends who had left me behind. I was god awful to Sidie especially, and many other people. I was a disaster and I knew that my time in RFCP was wrong but I had no idea how to fix it. At this point too, RFCP was banned from CPAH organization but still active within the community, and Prior Bumble had just been made Legend. I was furious. So what did I do? I wrote an entire fucking website exposing nearly every detail of what happened to me and others. Whether it made me look good or bad I gave no shits. That woman destroyed my life so I destroyed her army. And it worked! I was terrified but had intense support from all of my old RFCP friends, the only ones who truly understood what Prior was capable of. Since then, I have been lucky enough to be forgiven by everyone I hurt. I have shut down any and all attempts by Prior Bumble to revive her army and reenter the community. My insulting emails to her aside, I haven’t had a direct conversation with Prior since around August of 2020.

Why am I bringing this up? I don’t know why don’t you ask the IUA affiliated people who have been sending around an old image of me, painting me out as a pedophile to people within PIC. All because what? I’m a victim? I’m guilty by former association? I doubt most of the people discussing me and my past know ANYTHING about RFCP other than what they’ve heard through rumors. Anyone accusing me of wrongdoing based off of my affiliation from five years ago has the IQ of a zygote. Educate yourself before you are going to spew nonsense about something you know nothing about. You really think you are going to win the “SHALLISSA LOVES RFCP” fight when there isn’t anyone who hates Prior more than me?  Shame on all of you for putting me in a position to where I had to defend myself against these allegations. Discussions like this only give Prior Bumble the attention she so desperately craves nowadays. If anyone is keeping RFCP alive and relevant, it is the people who can’t seem to move on from it, even though it didn’t involve or concern them whatsoever.

In February of 2023, the People’s Imperial Confederation declared war on the Dark Vikings in the Bloodbath Barrage. The Dark Vikings accumulated 0 wins and 12 losses at the hands of the Sapphire Concordat during this war, which they weren’t too happy about! DV behaviour throughout the entire conflict was beyond toxic. Eventually, DV forfeited the war by using transphobic tactics relating to Sidie9.

PIC never received an apology from Krosive or Thunder for this insensitive and transphobic tactic. But why do I bring this up? Members of the IUA have been sending around a screenshot of me during this ordeal, where I made an insensitive joke regarding Christianity, which is Krosive’s religion.

I have nothing to hide. That comment/joke was highly inappropriate and offensive, and I should not have stooped to that level. I sincerely apologize to Krosive and anyone I offended by that comment. I’m gay so I am assumed by the IUA to be the antichrist, but I am indeed a Christian! I should have known better, both because of my age and my own personal beliefs and faith. Since then, I don’t recall making any similar comments or jokes. I am for the most part pretty careful to not say anything remotely offensive, as I don’t appreciate when offensive comments are made towards my beliefs or identity. Again I apologize sincerely, and anyone affected by this is free to message me, as long as the conversation is productive and respectful.

But instead of trying to paint me out to be an insensitive person who disrespects religion, why not provide the full context of what was going on? The people sending around this screenshot seem to be intentionally keeping the other side out of this. I shouldn’t have stooped so low, but if we are bringing past screenshots into this conversation let’s share a bit of what pushed me to this point.

Is that really the worst you have on me though? Me finally snapping back ONCE after I had been pushed over and over again for weeks? Give me a break lmao.

Special Weapons and Tactics

People want to bring up my past but why would I do the same when there is plenty to talk about in the present? I have kept silent on an ongoing situation out of hopes it would naturally resolve. Too late for that! Harassing and spreading rumors about me is one thing, but doing it to my friends and troops goes too far. This issue in particular applies mostly to SWAT leader FWAPO, and the remaining leadership’s lack of action in dealing with ongoing sexual harassment.

It started when FWAPO made a comment about Hidcre in CPA’s community chat. I was mad but it wasn’t enough to warrant a post or a giant conflict, so I’ve been watching the situation since. He never apologized and as far as I know, SWAT did nothing to address the situation. However recent events are the reason why I am writing this post.

Why he thinks it is okay to make comments about a woman’s body, and then threaten to do it again, I have no clue. Additionally, FWAPO has been accusing both Sweater and I (Shallissa) of being pedophiles. Sweater is apparently a pedophile because he told Krill to kill himself (not knowing he was a literal child), while I am apparently a pedophile for having been in RFCP at one point! He has messaged people within PIC attempting to smear our names and reputations. I truly don’t understand what his problem is.

We have still yet to see this “proof” FWAPO has threatened to release. However, Sweater has never denied the “kill yourself” comment made to Krill, and has apologized to him on several occasions. Despite this, SWAT hired him as their Advisor where he was there until he leaked screenshots. That’s the only reason they dislike him now. If they were concerned about him being a “pedo” then why did they bring him back into SWAT? Hypocrisy at it’s finest.

International United Alliance / Toxic Storm

A screenshot of me is being sent around where I asked Pain of War, Vanguard Penguin Federation leader, if he had heard anything about IUA selling alliances. Through this screenshot, I am being accused of being manipulative by Joel, Bschar, and members of the IUA. It has been sent around to my friends in an attempt to make me look bad.

There is the screenshot in full and I am happy to send the rest of the conversation. I have nothing to hide. Contrary to rumors being spread about me I didn’t pull this out of my ass to lie, manipulate, and start drama. Sapphire Concordat armies were contacted by an SM leader invited into the IUA alliance. They explained that Toxic Storm, self-proclaimed (or real who knows) IUA president, attempted to sell them an alliance.

Considering the extent of their conversation, the offer made, and the threats after rejecting it, I was really concerned? Call me evil but I’ve been an S/M leader for my entire army career and with a lot of these newer leaders being young, I wanted to ensure no one was being taken advantage of. I contacted several newer S/M armies to ensure they weren’t in the IUA alliance under these conditions, as those conditions are not normal or ethical!! That is the extent to which I have been involved in these “evil manipulative antics”. Either the Secret Service knew Toxic Storm was contacting S/M armies with this offer, and it is an actual requirement to be in the alliance, or he did it behind their backs. If it is the latter like I suspect, I think at the very least we can be in agreement that he has to go! I didn’t intend to come across as manipulative, I was genuinely concerned (as I should have been!). Toxic has since claimed that the conversation was a “joke”, however clearly the S/M leader didn’t feel the same.

I hope I’ve cleared this up for you two!

I have also heard rumors that Toxic Storm has acted inappropriately with a minor as well. I’ve seen it talked about within army servers, so I reached out to professional Toxic Storm hater LEGOMAN to see if there was any proof.

The images speak for themselves so I figured I would put this out there. Clearly, he severely lacks in morals. His behavior is a massive problem and it needs to be called out. However, this doesn’t surprise me, given the context of his attempts to rob S/M armies with alliances. All of this seemingly ties together.

Secret Service and the IUA know all about lying about people in a “private and public setting”, as this post clearly demonstrates. In the very breath, they accuse PIC of lying and manipulative antics, they spread their own false information to the army community publicly within their servers.

Censored name/incorrect pronouns

FWAPO, Toxic Storm, and some individuals within IUA armies give PIC a lot of hate, thinking we are the literal scum of the community. We are a good army, we do not house racists,  homophobes, and transphobes, we do not doxx, we do not multilog, and we are good people. Whenever we are accused of scandal, I am open and transparent about it, as I was in this post and past ones. Ironically, the very people accusing us of immorality have their own long list of wrongdoings. Regardless of how they have tried to characterize us, it is clear they are projecting and trying to distract people from the truth: that they are immoral, toxic, and some of the worst this community has to offer. More than anything I hope this post manages to provide clarity to the situation, especially to PIC troops, friends, and allies who were contacted in regards to lies being spread about our leadership. Additionally, with the release of screenshots involving Toxic Storm, I hope to protect S/M leaders and young people who interact with him in various army discords.

As Chairwoman of PIC, the Special Weapons and Tactics and the Secret Service are hereby declared enemies to the Confederation of the highest degree. This status may only be reversed by a 2/3 majority vote within our Congress of Soviets. No mutual treaties may be signed with either army, no friendly events or relations may take place.
